Earned Income Tax Credits and Labor Supply: New Evidence from a British Natural Experiment

چکیده
205 National Tax Journal Vol. LX, No. 2 June 2007 Abstract With many countries considering the adoption of a system of earned income tax credits, it is useful to analyze how different types of credits affect labor supply and earnings. This paper focuses on a 1999 reform to the UK tax credit system, which increased the value of the credit and reduced the phaseout rate. Using panel data, with individual fi xed effects, I compare eligibles and ineligibles within fi ve groups: all individuals; those whose demographic characteristics predict that they will have low earnings; single women; women in couples; and men in couples. Over a 15–month period, boosting the credit appears to have raised the labor participation rates, hours, and earnings of those who were eligible to receive it.

Labor Supply and Income Effects of the Earned Income Tax Credit and Welfare Programs
This paper examines the effect of the Earned Income Tax Credit (EITC) and welfare programs on the labor supply and income of single mothers. We characterize the nonlinear budget constraint under these programs using a piecewise linear approximation and estimate nonparametrically a structural labor supply function. Employing a flexible functional form, we show that the EITC effect on hours of wo...
متن کاملEmployment, Hours of Work and the Optimal Design of Earned Income Tax Credits
This paper examines the optimal schedule of marginal tax rates and the design of earned income tax credits. The analysis is based on a structural labour supply model which incorporates unobserved heterogeneity, fixed costs of work and the detailed non-convexities of the tax and transfer system. An analytical framework is developed that allows explicitly for an extensive margin in work choices a...
متن کاملEffects of Prenatal Poverty on Infant Health: State Earned Income Tax Credits and Birth Weight.
This study estimates the effects of prenatal poverty on birth weight using changes in state Earned Income Tax Credits (EITC) as a natural experiment. We seek to answer two questions about poverty and child wellbeing. First, are there associations between prenatal poverty and lower birth weights even after factoring out unmeasured potential confounders? Because birth weight predicts a range of o...

Estimating Labor Supply Responses and Welfare Participation: Using a Natural Experiment to Validate a Structural Labor Supply Model In this paper, we formulate and estimate an economic model of labor supply and welfare participation. The model is estimated on data on single men from Quebec drawn from the 1986 Canadian Census. Budget sets for each work-welfare combination – accounting for income...
متن کاملThe effects of joint taxation of married couples on labor supply and non-wage income
The United States changed its tax treatment of married couples in 1948, from a system in which each spouse paid taxes on his or her own income to a system in which a married couple is taxed as a unit. The switch from separate to joint taxation changed incentives for labor supply and asset ownership. This paper investigates the effects of the conversion to joint taxation, taking advantage of a n...
